ImmigrationGlossary: A Foreign National is someone who is not a U.S. citizen or national, including those who are stateless. This term is the same as “alien” and aligns with the definition in section 101(a)(3) of the Immigration and Nationality Act (8 U.S.C. 1101(a)(3)).
