H-1B Withdrawal

H-1B withdrawal letters should be sent to the director who approved the petition. See 8 CFR § 214.2(h)(11)(i):

(A) … If the petitioner no longer employs the beneficiary, the petitioner shall send a letter explaining the change(s) to the director who approved the petition.

The U.S. Service Center that approved the H-1B petition is listed on the bottom left-hand side of the H-1B approval notice (Form I-797C, Notice of Action).
